Minimum Qualifications :

Title: Comptroller

Reports to: Mayor and Board of Finance
OBJECTIVES:
This is a highly responsible position that includes administrative
andprofessional work involving the supervision and control of the
financial andbudgetary services of the City's Finance
department.Finance department duties include financialplanning,
accounting, financial reporting, payroll, pensions, accounts
payable,procurement, debt and cash management, employee and retiree
benefits andworkers compensation management.
ESSENTIAL FUNCTIONS:
Direct the maintenance and operation of the Citywide accounting
system and itsfunctions.Ensure the timely completionand accuracy of
financial reporting.Establish and maintain procedures and controls
over municipal revenuesand expenditures in all departments of the
City.
Perform all municipal functions and duties required for the
preparation,maintenance, auditing, and disbursement of financial
records. Prepare datafor actuaries for completion of retirement
fund and OPEB valuations anddisclosures.
Review and approve retiree pension calculations and process
retirement requestsfor necessary approvals.
Administer voluntary employee retirement benefit plans.
Assist the Mayor, City Council, Board of Finance and Department
Heads in thepreparation and administration of the annual
budget.Provide recommendations for funding levels ofvarious items
within the budget.
Create and/or verify several various schedules for inclusion in
annualfinancial statements.Prepare the annualfinancial statements
(including Management Discussion and Analysis) and reviewwith
auditors for accuracy.Coordinatepresentation of annual audit to the
boards.
Maintain accounting records for assets including disposals,
additions andinventories.
Maintain records and reconcile tax collector activity including
collections,commissions, certificates of correction and refunds for
overpayments.
Oversee internal and external City audits.
Oversee finance system replacement and/or enhancements.
Present recommendations relating to policy and/or procedure to
appropriatedepartments, governmental bodies and to the Mayor.
Attend all required board meetings.
Participate in bond issuance and bond rating process.
Provide support data and participate in union negotiations when
requested.
Perform related work as required.
SUPERVISION:
Work under the supervision of the Mayor with occasional guidance
from theCity Council and Board of Finance.
Full supervision of the Comptroller's office employees with shared
supervisionof Purchasing and Treasurer's office employees.
NON-ESSENTIAL FUNCTIONS:
Performing non-exempt duties, lifting and carrying heavy office
supplies andequipment.
REQUIRED KNOWLEDGE, SKILLS, ANDABILITIES:
Thorough knowledge of municipal accounting principles, practices
andprocedures.Considerable knowledge ofGenerally Accepted
Accounting Principles (GAAP), considerable knowledge ofGovernmental
Accounting Standards Board (GASB).
Knowledge of principles and practices of municipal finance
administrationincluding budget preparation.
Considerable knowledge of modern principles and practices of public
financeadministration, liability and group insurances.
Knowledge of computerized systems and financial management
software.Ability to effectively use those systems.
Knowledge of financial system design and analysis.
Ability to plan and coordinate automated financial, accounting and
payrollsystems.
Knowledge of principles of supervision and management.
Ability to determine work priorities to meet established
schedules.
Ability to devise improved methods and procedures.
Ability to present ideas effectively orally and in writing.
Ability to prepare accounting/ financial data projections.
Ability to supervise the work of departmental staff including:
coordinating,assigning, monitoring, and evaluating work; hiring,
training, counseling, anddisciplining staff and process
grievances.
Ability to establish and maintain effective working relationships
with staff,other City employees/ departments, City officials and
the public.
Understanding the City's political environment and sensitivities;
ability tofunction effectively within that environment.
REQUIRED EQUIPMENT OPERATION:
Must be able to sit at a desk or stand and work continuously for
extendedperiods of time.The employee may berequired to push, pull,
lift and/or carry objects weighing up to 25pounds.
REQUIRED QUALIFICATIONS:
Graduation from an accredited college or university with a B.S.
degree inBusiness Administration, Accounting, or Finance with 5-6
years of experience inmunicipal government finance, including 2
years of supervisory experience orequivalent.
