(PRAII) works with and supports a team of Program Financial Offers
to provide critical financial strategy, support and advice to
directors and program managers to achieve the goals of the
individual offices within the Department of Health and Human
Services (DHHS). This position works in a team environment to
analyze a wide assortment of financial and operational needs by
monitoring funds, forecasting, and analyzing data and other
programmatic metrics. Successful candidates are motivated and
resourceful team players who like working in a fast-paced, complex
environment filled with variety. Core Responsibilities:This
position works in a team environment to give support to the
Director, Program Financial Officers, and other support staff of
the Division
- Assists with the annual contract allocation plan and
adjustments throughout the year
- Supports Program Financial Officers with daily operational
needs
- Assists with contract amendments to funding, account coding,
length of service
- Prepares budget orders to move funding from a previous quarter
to a current quarter
- Conducts root-cause analysis for why invoices may not have been
paid, rejected, or miscoded
- Generates Delivery Orders to purchase services as
necessary
- Oversees the Attorney General quarterly invoicing
- Conducts oversight of the DHHS rental tracking process
- Generates salary and benefit information as necessary
- Monitors FOAA requests and tracks payments
- Schedules co-functional team meetings that serve to promote
communication and coordination
- Generates tracking spreadsheets, some automated, in
ExcelMinimum Qualifications:An eight (8) year combination of
education, training, and/or experience providing knowledge of
planning and research principles, practices, and
techniques.Preferred candidateswill have:
- A demonstrated ability to manipulate large data using Excel,
accessing state financial data from various state financial
systems, such as the Budget and Financial Management System, the
Oracle Analytics Cloud Service, Advantage, and several Customer
Relationship Management systems for the departments contracts,
grants, and financial orders. In addition, a demonstrated ability
to learn and or utilize multiple excel functions to assist with
data manipulation and analysis.
- Must possess technological skills and knowledge to learn,
navigate, and extrapolate state financial data from data systems of
various vintages including contemporary and or legacy systems.
- Be able to interpret data sets that may contain errors and or
to make analytical conclusions and ultimately recommendations to
Divisional staff based upon own analysis.
- Excellent oral and written communication skills.
- The ability to establish and maintain effective working
relationships with a diverse group of internal and external
partners.
- The ability to guide strategic discussions and help groups to
reach decisions that will further the mission of the DHHS.
- Experience directly related to fiscal management and budget
