The Electricity Infrastructure & Buildings Division of PNNL is accelerating the transition to a decarbonized, efficient, resilient, and secure energy system through basic and applied research. The Buildings Simulation & Design Group provides energy simulation, tool development, and workflow automation for energy policy impact analyses and integrative building design processes. We are hiring a mid-level Research Engineer III - Building Performance Standards to take a leading role in research, analysis, and technical assistance to support the development, adoption, and implementation of building performance standards (BPS) and other emerging policies for high-performance and decarbonized buildings (e.g. advanced energy codes). The selected candidate will use their knowledge and training in building sciences/systems, practical experience with high-performance commercial building design, performance evaluation, energy retrofits, and portfolio management, and understanding of innovative building energy policy tools to help drive their implementation. Key activities will include:

  • Developing and refining of analysis processes and tools for implementation, compliance, and enforcement of BPS policies.

  • Analyzing energy, engineering, and economic data of new and existing buildings to inform policy decisions.

  • Working in collaboration with multi-disciplinary teams in PNNL and various stakeholders to assess and document the impact of BPS policies in terms of energy and emissions savings, conduct studies, and make recommendations on the alignment of BPS policies and new construction codes.

  • Providing direct technical assistance in BPS and building energy code policy to states, local governments, and non-profit organizations.

  • Developing technical resources to support policy development and implementation, covering topics ranging from equitable policy development to compliance pathway alternatives.

    General responsibilities:

    • Develop or contribute to research proposals for new project opportunities.

    • Select and develop technical approaches to projects.

    • Serve as the principal investigator or co-PI on multiple, complex projects and/or large tasks.

    • Lead scoping, scheduling, and budgeting for projects/tasks.

    • Demonstrate ability to acquire funding for self and task-level teams.

    • Manage research project teams with internal and external contributors.

    • Lead or contribute to the development of technical reports.

    • Represent PNNL at technical and policy conferences and forums.

    • Maintain productive engagements with funding sponsors and various external collaborators.

    • Mentor early career staff.

      Minimum Qualifications:

      • BS/BA and 5+ years of relevant work experience -OR-

      • MS/MA and 3+ years of relevant work experience -OR-

      • PhD with 1+ year of relevant experience

        Preferred Qualifications:

        • Master's degree or Ph.D. in architectural engineering, building sciences, or mechanical engineering preferred.

        • Practical experience with energy retrofits of the existing building portfolios with variations in use type, energy systems type, retrofit strategies, and incentives.

        • Working knowledge of building performance standards, and related building energy policies.

        • Experience engaging with a variety of building design, operations, retrofits, and policy stakeholders (e.g. government offices, utility programs, standards committees, and industry).

        • Experience developing and managing projects including proposal writing and leading technical teams.

        • Skilled verbal communicator with both technical and non-technical audiences.

        • Skilled, experienced writer of technical reports and briefings (writing sample required).

        • Experience applying engineering economics and cost estimating to demonstrate the cost-effectiveness of energy efficiency.

        • Experience delivering presentations and the ability to convey technical information to both technical and non-technical.

        • A proactive and collaborative approach to problem-solving with the ability to work well on interdisciplinary.

        • A passion for learning and innovation, and a desire to advance the building sciences domain through improvements in energy.
