Job Description:
Title: Lockout/Tagout Coordinator (Electrical Maintenance) -
Onsite Description: Low and High Voltage Switchgear Maintenance An
electrically competent person who is responsible for complex and or
multi-craft LOTO on HVDC project sites. The candidate shall attend
project meetings and ensure all client personnel are briefed on the
LOTO plan pre-shift and participate in walking down the permit to
work. Competencies of this position: Has performed maintenance
tasks on low and high voltage switchgear (LVS and MVS). Shall be
trained in the use, application and removal of locks and tags and
the hazards associated with the work including the required PPE to
be considered during the Lockout/Tagout application. An
understanding of the construction and operation of electrical
equipment (i.e., how to determine what is and what can become
energized), the hazards involved and how personnel can be protected
from the hazards. Fundamental knowledge of the appropriate
protection boundaries (shock and arc-flash) and the selection of
the proper PPE for entering these boundaries. Ability to interpret
electrical drawings, single and three-line diagrams, control,
wiring, and layout diagrams, and schematics. Has installed and
removed temporary protective grounding and knows how to calculate
the bolted fault current to size the grounding conductors.
Understand the requirements and the processes for isolation and
lockout/tagout and elements of an electrical permit to work. Has a
thorough understanding of the different types of electrical testing
and how test equipment can energize other parts of the electrical
equipment and system. An understanding of the requirement to ensure
test equipment, including enduring voltage detection devices are
functionally operational prior to and immediately after verifying
the absence of voltage via Live Dead Live and the importance of
testing before touching. Tasks: Analyze risks for work on requested
activity on the Permit to work and completes a written LOTO plan
and check list together with PICW using the relative Single Line
Diagram. Identify the equipment that needs removed from service for
maintenance or other purposes. Apply Equipment Locks to energy
isolation devices to prevent accidental or unauthorized operation
as a part of Group LOTO. The keys to the equipment locks shall then
be placed on the Group Lock Box. The LOTO Coordinator shall then
apply his or her personal lock on the group lock box (the LOTO
Coordinator’s lock shall be the first lock on and the last lock
off, which ensures work-party control. In case the fuses must be
removed from their positions, store them into the locked Fuse
cabinet and apply the “Do Not Operate” tags on the fuse boxes.
Update the LOTO Plan accordingly. Ensure together with PICW that
all sources of power have been identified, locked and tagged out
absence of the voltage shall the be verified prior to commencing
work (NOTE: all members of the working party reserve the right to
witness the verification of the absence of voltage and to perform
the verification when requested). Set up together with PICW the
safe work area by applying barriers with suitable notices with
warning signs (Danger-Electrical Testing No Unauthorized Persons).
The adjacent energized areas must be clearly marked to avoid any
unwanted contact with the energized equipment. Ensure that
temporary protective ground/earthing devices are applied for ?1kV
equipment and for =1kV equipment when warranted. Participating in
walking down the PTW with the PICW and the working party as a part
of the pre-job briefing. When the job is completed, ensure locks
and tags are removed and stored back in the LOTO Board and fuses
are re-installed and notify all affected personnel. Inspect work
area with PICW to ensure that nonessential items have been removed,
employees have been safely removed, and temporary protective
grounds/earths or spring tension blocks are removed. The equipment
can now be energized and Permit to Work closed. The LOCK NUMBER
Directory shall be updated regarding the executed LOTO Plan, and
the plan shall be safely stored in the binder and/or electronically
in the job file. Preparations: Preparing Equipment LOTO Directory.
The LOTO Directory shall contain a list of electrical equipment
with all energy isolation devices. (Disconnect Switches, MCBs,
MCCBs, Fuses, etc.) with their status: Unlocked, Open locked and
tagged out, not locked – spare, or Fuse removed, bagged, and tagged
out. It shall contain LOTO date and name of the Authorized Person
for each energy isolation device, MCB, MCCB, Fuse, etc.). Preparing
the list of LOTO devices, which must be sufficient for Locking &
Tagging all lockable energy isolation devices, MCBs, MCCBs, etc.
Ordering LOTO equipment according to the Site Purchasing Standard.
Preparing the group LOTO box(es) and LOTO board(s) for storing
equipment locks, tags, and other LOTO devices. Preparing the
lockable LOTO panel for keeping and organizing the removed fuses.
Preparing Warning signs for entire site. Preparing and organizing
all Site Temporary Earthing Devices. Padlock numbering (each lock
shall have its number, and one key only) and organizing the LOTO
Board. Experience: Minimum 5-7 year of experience performing
Lockout/Tagout Coordinator related tasks. This person will need to
be able to read and interpret electrical drawings, schematics, and
control wiring. A former Journeyman Electrician is desirable, but
not a must. Education: Minimum Technical Degree in Electrical field
with more than 5 years of experience.
