Position Responsibilities
Strategy
1. Build and execute an operational strategy to deliver a superior
client experience while creating capacity for business and people
growth, development, continuous improvement, and project compliance
with contract operational service level agreements
2. Responsible for strategic planning and tactical execution by
directing, communicating, organizing, resourcing, monitoring,
performance managing and engaging a talented workforce to
facilitate the delivery of customer focused, efficient and
continuously improving products and services
3. Lead the development and implementation of clinical operational
strategic goals to improve efficiencies in process and workforce
management, consumer experience and satisfaction, and a focus on
quality management
4. Provides leadership and vision for organizational impact and
performance. Implements an operation-wide performance-based
culture
5. Responsible for collaborating with customers and ensuring the
growth of prospective business
6. Collaborate in the development of solutions to improve
efficiency, productivity and customer satisfaction
7. Leverage technology, continuous improvement and transformational
change initiatives to optimize business processes
8. Represent the client experience, within an enterprise context,
by serving as a key member of the leadership team
9. Communicate and collaborate with management, supervisors and
staff to identify challenges and opportunities and to develop
creative and innovative solutions for operational excellence
Compliance
12. Ensure compliance with Maximus policies, project policies and
procedures, and state and federal regulations applicable to
programs administered by Maximus
13. Ensures compliance & quality assurance within the
program(s)
Staff Leadership/Development
12. Provide leadership, coaching and mentorship to management staff
in establishing objectives related to business objectives,
staffing, policies and procedures
13. Build a strong management team and direct assigned staff to
ensure the completion of work in a timely and efficient manner
14. Provide goal-oriented direction to direct reports; assist with
problem-solving as needed
15. Coach and mentor nursing leadership across the organization on
consistent clinical operating best practices
16. Align objectives, measure results, conduct developmental
discussions and complete performance reviews
17. Work collaboratively with internal teams and leadership in the
development or expansion of clinical programs
18. Participates in recruitment and retention of both clinical and
non-clinical staff

--- Performs other duties as may be assigned by Management
Required Experience:
5+ years of clinical operations management experience focused on
community-based long-term care service and delivery, and/or
eligibility and community health assessments; 10+ years of related
experience in the field of customer service delivery, quality
management and continuous improvement; Experience managing large,
complex clinical operations teams; Experience managing large
programs with headcounts at or exceeding 150+ individuals;
Experience managing a high functioning, large team in a remote
environment; Experience leading the successful development,
implementation, and launch of new programs and initiatives;
Experience with clinical audits resulting in process and compliance
improvement measures.
Preferred Qualifications:
Project Management Certification; Management experience supporting
an RN workforce utilizing the Uniform Assessment System; Management
experience working directly with the clinical professions (RNs,
Nurse Practitioners, Physician Assistants, MDs/DOs).
Required Qualifications:
In-depth knowledge of clinical operations in a business and service
delivery environment; Strong understanding of current New York
State Medicaid/Medicare state policy developed through hands-on
professional experience; Ability to lead a cohesive team within a
complex and growth-oriented organization; Ability to effectively
lead in a complex and dynamically changing environment; Excellent
communication and client management skills in order to maintain
positive relations with internal client, Maximus operations
leadership and executives; Must be a self-starter, who is able to
work and perform comfortably in a fast-paced dynamic environment
managing multiple initiatives; Possesses initiative to produce and
manage improvement initiatives; Ability to establish and maintain
relationships with internal clients, Maximus operations leadership
and executives, other professional services vendors, provider(s),
and other organizations and agencies, as appropriate, to ensure the
flow of information and coordination of services and functions on a
regular and ongoing basis; Proven leadership ability demonstrated
through successful program implementation, successful performance
as a program lead and/or experience leading an organization through
periods of change; Ability to successfully execute complex tasks
and initiatives simultaneously; Ability to effectively use and
apply established, new and emerging technology. Essential Duties
and Responsibilities:
- Responsible for strategic planning and tactical execution for
organizational excellence by directing, communicating, organizing,
resourcing, monitoring, performance managing and engaging a
talented workforce to facilitate the delivery of customer focused,
efficient and continuously improving products and services.
- Build a strong management team and direct assigned staff to
ensure the completion of work in a timely and efficient manner.
- Align objectives, measure results, conduct developmental
discussion and complete performance reviews.
- Build and execute an operational strategy to deliver a superior
client experience while creating capacity for business and people
growth, development, continuous improvement, and project compliance
with contract operational service level agreements.
- Maintain an understanding of and ensure compliance with MAXIMUS
policies, project policies and procedures, and state and federal
regulations applicable to programs administered by MAXIMUS.
- Develop, implement, and administer Enrollment and Eligibility and
Workforce Management processes and policies to ensure customer
satisfaction, improved efficiency and high productivity.
- Collaborate and work closely with clients and leadership team on
project specific directives/initiatives.
- Assist in the development of automated solutions to improve
efficiency, productivity and customer satisfaction.
- Leverage technology, continuous improvement and transformational
change initiatives to optimize business processes.
- Represent the client experience, within an enterprise context, by
serving as a key member of Project leadership team.
- Communicates and collaborate with management, supervisors and
staff to identify challenges and opportunities and to develop
creative and innovative solutions for operational excellence.
- Provide guidance, direction and development for Operations
directors and managers.
- Create an environment for high workforce engagement.
- Coach, set expectations, conduct performance appraisals and
provide career development, succession planning, corrective action
and recognition for assigned staff.
Minimum Requirements:
- Directs and controls the activities of one or more functional
areas, divisions, product groups or service areas through senior
managers who have overall responsibility for the successful
operation of those assigned areas.
- Consistently works with abstract ideas or situations across
functional areas of the business.
- Through assessment of intangible variables, identifies and
evaluates fundamental issues, providing strategy and direction for
major functional areas.
- Requires in-depth knowledge of the functional area, business
strategies, and the company's goals.
- Interacts internally and externally with executive level
management, requiring negotiation of extremely critical
matters.
- Influences policymaking.
